The platform can be divided into emergency command site, basic support system, data resource layer, application support layer, emergency communication management system and display layer from bottom to top.

Emergency command site: mainly including emergency command hall, conference room, duty room, mobile command platform, etc.

Basic support system: the infrastructure of the whole emergency platform, including computer network, server storage, video conference, emergency communication system, image access system, etc.

Data resource layer: provides data storage, management and resource access mechanism, and provides data and resource for the above layers.

Application support layer: provides basic technical services and single business services for emergency command system, including support components of emergency platform, statistical report management, instant messaging tools, identity authentication, geographic information software, etc.

Emergency communication management system: emergency communication management system has 12 subsystems, 2 types of comprehensive display pages, and more than 30 core functions.

Display layer: it is mainly responsible for interacting with users, accepting users' service requests for the system, and presenting the processing results of business application layer to users, mainly through different ways such as intelligent terminal, PC, large screen, portal website, etc.
